James Lewis

CEO & Investigator

James Lewis is a 25-year veteran of the Federal Bureau of Investigation who spent his entire career in the Miami Division, investigating violent crime, crimes against children, and public corruption. He later served as Supervisory Special Agent of the FBI's Violent Crimes Against Children squad and Violent Crime/Fugitive Task Force, and as Team Leader for the FBI's national Child Abduction Rapid Deployment team. Since retiring in 2021, he has served as a licensed Florida private investigator and founded C-1 Investigations in 2024.

Melissa Starman

Investigator

Melissa Starman is a 24-year veteran of the Federal Bureau of Investigation who spent her entire career in the Miami Division, specializing in violent crimes against children and complex case development. She was awarded the U.S. Attorney General's Distinguished Service Award and recognized five times as Outstanding Law Enforcement Officer of the Year by the U.S. Attorney's Office for the Southern District of Florida.

Cynthia Bobe

Investigator

Cynthia Bobe is a retired FBI Supervisory Special Agent with more than 21 years of experience investigating crimes against children, human trafficking, cybercrime, and violent offenders. She also led national response operations during critical incidents and mass casualty events, including service in the FBI's Critical Incident Response Group.

Lee Raschke

Investigator

Lee Raschke is a retired Major with 32 years of service in law enforcement, most notably with the Hillsborough County Sheriff's Office, where he spent 17 years in the Crimes Against Children Unit/SVU. He later led the Criminal Investigations Division and is a founding member of the Florida Department of Law Enforcement's Child Abduction Response Team.

Investigator

Melanie Wever is a private investigator with C-1 Investigations, leveraging her Master's Degree in Criminal Justice and advanced OSINT research skills to uncover critical information for complex cases. As a sworn process server in Broward County, Florida, she also ensures the efficient, accurate delivery of legal documents for clients.
